Nppf Is Good News For Property Says Bpf

The British Property Federation (BPF) has welcomed what it calls the “largest ever transfer of planning power from Whitehall” as the government consults on the draft National Planning Policy Framework (NPPF).

Measures set out in the document include giving local authorities, rather than quangos, the final say over development in their areas, potentially leading to an increase in the number of properties for sale in the UK.

Liz Peace, chief executive of the BPF, said the NPPF’s presumption in favour of sustainable development is welcome and will not constitute a “radical change to the existing planning system”.

“The crucial point, which so many of those attacking the draft NPPF have ignored, is that the presumption should not be exercised in a vacuum but within the context of a local plan,” she added.

However, Ms Peace recently told the House of Commons Select Committee that she believes the NPPF should be amended to encourage developers to seek to build on brownfield land first.
